Right to Know Requests

In accordance with Act 3 of 2008, the Rochester Area School District has designated an Open Records Officer responsible for handling all requests for information. Public records are available for inspection and copying to any U.S. resident, except for records protected by law from disclosure.

Requests for access to public records must be submitted using the Right to Know Request Form and can be sent via:

Right to Know / Open Records

In compliance with Pennsylvania’s Right-to-Know Law, the Rochester Area School District has established procedures for requesting access to public records.


Request Procedure

All requests must be submitted in writing using the official Right-to-Know Request Form. Requests may be delivered:

  • In person

  • By mail

  • By fax

  • By email

District Response Timeline

Within five (5) business days of receiving a written request, the District’s Open Records Officer will respond in one of the following ways:

  • Approve and provide access to the records

  • Deny access with explanation

  • Approve in part and deny in part

  • Request clarification of the information sought

  • Notify the requester of a time extension (up to 30 additional days)

Note: The 30-day extension may be applied without the requester’s consent when needed to fulfill complex requests.

If granted, records will be provided in the format requested if available; otherwise, they will be provided in their current form.

Fees

  • Copies: $0.25 per page

  • Postage: Actual mailing cost

  • Certification (if requested): Additional fee may apply

  • Prepayment: Required for estimated costs over $100


Appeals Process

If a request is denied, the requester may file an appeal within 15 business days of the District’s response (or deemed denial).
